The city won't build new parking in the centre. But in those same blocks, garages and courtyards sit empty because someone's at work, on holiday or has switched to the tram.

Parking in Wrocław: a city centre that charges seven days a week
Wrocław's inner-city paid parking zone runs every day, Monday to Sunday, 9:00–20:00. In area A, inside Grodzka, Piaskowa, św. Katarzyny, bł. Czesława, Kazimierza Wielkiego and Nowy Świat streets, the first hour is ≈ €1.65; in area B it is ≈ €1.20. The ordinary zone only charges on working days, 9:00–18:00, starting at ≈ €0.70. From 1 February 2027 the rates will be pegged to the minimum wage, and the city's own worked example comes out higher than today.
The centre also has a no-traffic zone (sign B-1). You can only drive in with a permit, and even the permit doesn't let you park on the street inside it.
Tarczyński Arena on Al. Śląska 1 has over 1,900 parking spaces. The underground car park beneath Centennial Hall has 792 spaces and charges ≈ €1.90–2.35 per started hour, depending on the month; the zoo and its Afrykarium send drivers there too. The city's Park & Ride car parks are free, but the ones with barriers need a period ticket of at least 24 hours, and a car left there through the 2:00–4:00 break costs ≈ €47.
